I can answer this.
[b]Lined paper drawings are not accepted because this site is for your best work. Your best work will not be done on lined paper, generally. They are sketches. You can eedit out the lines in MSPaint if you want to submit a picture. We do not care how much time was taken in the pic. If there are lines surrounding the image, we will NOT accept it. The lines distract the viewer from the picture itself and are very annoying.
If you're too lazy to either:
A. Edit out the lines
B. Draw on copy or blank paper
