This guy made it to where whenever he shuts down his computer, it plays a cut-out from a Gundam Wing song. How can I get my computer to do this?

Go to your Windows Control Panel, click on "Sounds", then locate and change the WAV file played for "Shut Down Windows".

From here you can also control sounds for start up, system errors, exclamations, and a whole bunch of other notices.
