What Are 'pictures Of The Hour'?

Hi, I was just wondering, What makes a picture appear in the 'Picture of the hour' section?
I mean, it can't be quality because some pictures are not of a very high quality, and it can't be the number of comments or something because some of them don't even have comments!??

Isn't it true picture of the hour is no more? Now they are choosen instead of being random.
