What are 'Featured Pictures'

What sre the standards they're chosen by? And do they have anything to do with the featured picture an artist choses in their profile?

featured pictures are new submissions chosen by us, and we try to display very well done art there. it has nothing to do with featured artist, that one is chosen more carefully and thought out more.
