Stolen Picture?

I know I've seen it on a Japanese fansite before, but of course, that's nothing solid...

Has anyone else seen it?

What makes me really suspicious that this is indeed stolen is that the person who posted it claimed it to be done in colored pencils and crayon.

Someone's forgetting the cardinal rule of reporting suspicious pics; Never link to the pic in such a way that you reveal the artist/suspected thief.

Innocent until proven guilty and all that jazz, you know.
