i plan to color in my pic with colored pencil which i have never done before. i was wondering if it is better to outline with pencil or ink |

It depends on what kind of look you want. Ink will give you more of a bold cartoony line than pencil will, If that's what you want. |

If you color with colored pencils, outlining with ink will make your picture look more like a coloring book picture that someone colored. If you use ink, IMO, it'd be better to digitally color it, shade some things in with ink/marker, or just leave it as lineart.
I think your picture would look better outlined in pencil lightly if you're going to color it with colored pencils.
This one that I did was outlined in pencil vs. in ink...notice that the lines don't stick out as much.

I would outline in pencil (especially if you're drawing a portrait), FiNeLy, and be careful not to erase the lines.  |

wat i really do is ink them on paper, erase any marks, scan it use the burn tool to make lines darker and there u have it an outline! |
