Photoshop element four, rather than five, would it cripple my art? I really no nothing of the photoshop world, except that I don't want to pay more than $75.

I have only photoshop elements 3, this is what I was able to produce, being an amatuer at digital art...

Eh, I'd say its better than spending days on a ms paint picture that gets half the result.

I found a new elements 4 on amazon for $35

Buy a wacom tablet. It comes with a copy of painter and the newest version of elements.

You can get cheaper ones for under a hundred USD. Two good programs, [i]and[/i] a tablet. Seems like a better deal to me. They also usually come with this other program that I don't really use. It lets you take handwritten notes on the computer or something..

Buy Photoshop 9 CS2 its worth more than a 100$ but its worth the money.
