Submitting a picture doesnt work =s

When i try to submit a picture it either tells me "I have no file to process" .. Ive looked at the known bugs/problem page and it has that error on there - but it doesnt help, it just says "Priority: Low. Does not affect existing "Add fanwork" links." Confused

How is that supposed to help?! Confused

Can somebody here help me please?

It's a known problem that the "add_picture.php" URL", with no params, yields a seemingly valid submission form, but which in turn generates an error message.

However, if you are receiving this error while clicking on the existing "Add Fanwork" link, the culprit is something else ... but what...?
