I'm not sure I understand your grammar correctly, but to answer what seems to be the question:

PRACTICE. It's not easy, it takes forever, but it's the only way to actually become good at anything.

Ahem, scanners are NOT crummy. Getting a good scan of a traditional piece is an art in itself, if the scan quality comes out poor it's more often your fault than the equipment's.

About this Photoshop thing, I know some users who use Photoshop, like:

Zeta R02 (she's my favorite artist)
Culu
xMetaKnightx (she's my favorite artist too)
Shadikal
Emi

Is Photoshop is like MS paint but with over 100 features?

Basically..

But having photoshop doesn't automatically make you good at art.

Photoshop doesn't make good art. PEOPLE make good art.

Hit it right on the nose, Strata-sama. Heh... it's taken me along time just to get the head in proportion with the body in figure work. I'm in my twenties now, and it just clicked to me in early 2000s. Practise, my dear Kirbyt, is good. You also learn loads. Heh... before, I used to draw the head too big for the body, and I'm still learning about proportions to this very day. As for Photoshop: I don't use that, as I almost do all my artwork in pencil now. Besides, I found out I was rubbish at it without the use of a graphics tablet, as I can't draw with a mouse... at all.

I used to draw heads big. But how did they made Photoshop pictures so flipping real that everyone ends up commenting on it. I mean come on! How did they do all this?!

Ow come on, it's that simple.
They practice, they try out. I'm sure their art was not perfect before and can still become better. And if you are just looking for comments your motivation is wrong.
[Some] Photoshop pictures [are] so...real that everyone ends up commenting on it. I mean come on! How did they [draw that well?]
Possibilities:

They have taken advanced art classes

They are very familiar with the program

Drawing tablets

Good use of color, proportion, and shading and other techniques

Practice, practice, practice
[/list:o]

As stated, if someone is a crummy artist who makes unrecognizable MS Paint doodles, simply buying Photoshop will NOT automatically make you a master artist.

Photoshop, yes, has more advanced tools than MS Paint like filters, gradients, and a large assortment of brushes; but that alone will not make you a better artist. That crummy artist's work will still be a unrecognizable doodle with random lens flares and other random things.
