THe most common culprit is the quality settings of the image.
JPEG images for example frequently use use a trick called 'chroma subsampling' which stores the color channels at half the resolution of the full image, this reduces filesize significantly but it also reduces color quality somewhat. I don' think it is
Its a picture that i draw then scan on my computer, the colour on the paper looks alright but on the screen its so dull |

Aha, I think I know that anwer to that one. It's a stock answer, really.
Firstly, if it's a plain pencil drawing then it probably doesn't have all that much contrast for the scanner to pick up on to begin with. Not only that, but many scanners default to a brightness (also called midtones, or gamma) which makes the image appear too bright and/or "faded" onscreen. It is also possible that the scanner washed out highlights detail.
