Art like that probably makes use of a pressure sensitive graphics tablet. Something like the Wacom Cintiq series. They don't come cheap tho.
With that, the answer to "how is it made?" is basically "the same as by hand". _________________ You will obey or molten silver will be poured into your ears. |

For editing stock pictures, you are going to need some talent in simply drawing well too. One can learn to use Photoshop and put in the effects, but in those pictures, the artists is able to incorporate her own fantasy elements/shading in too.
Master your digital drawing first, and then you can start at that level.
