There's this artist known as LesbianRobotGirl, who seems to have quite a monopoly on Western cartoon fanart here. Get a load of some of her entries:

http://www.fanart-central.net/pictures/user/LesbianRobotGirl/863809/WTF

http://www.fanart-central.net/pictures/user/LesbianRobotGirl/863811/Awww

http://www.fanart-central.net/pictures/user/LesbianRobotGirl/863812/Little-Lesbians

They seem awfully similar to the following:

https://www.deviantart.com/somepkmn-lovingdude/art/June-X-ray-s-her-Heart-43957226

https://www.deviantart.com/somepkmn-lovingdude/art/Annie-X-ray-s-her-Heart-65660565

Her account contains many more examples. But are these legit? Or, are they in fact plagiarized from other various people?

Interesting find. We haven't had evidence/reason to suspect anything about this user before, but the similarities do appear to pass a trace test.

Given the age of our current submission policy, I'd say it's actually an open question. I would love to simply re-draft it as a whole, hopefully not changing any substantive rules, but it is not something one "just" does overnight. Especially if it's supposed to be a binding legal agreement (I'm not a lawyer, I just watch one or two on Youtube sometimes).

How long on average does it take to address this sort of thing?

At the very least, we can rule out TinEye as a solution, since it can't seem to identify these images.

Google Images also has a reverse image search, though it is not intuitive to use.

As for your other question:
1 - Investigating this user: I would preferably ask the submitter about their pieces, get their opinion before considering any further actions (especially permanent actions).

2 - Updating site submission policy: Ideally, this starts with a staff member (e.g. myself) drafting what the new policy may look like, and providing some time for other users to contribute ideas or feedback to it. Assuming that gets done, the policy page it mostly static text so it's actually the webmaster's job (which I am not) to update the official copy.

However, both of them are subject to my free time (I'm technically a volunteer; my paid job is something else).
