Given the age of our current submission policy, I'd say it's actually an open question. I would love to simply re-draft it as a whole, hopefully not changing any substantive rules, but it is not something one "just" does overnight. At the very least, we can rule out TinEye as a solution, since it can't seem to identify these images. |

Google Images also has a reverse image search, though it is not intuitive to use.
As for your other question:
1 - Investigating this user: I would preferably ask the submitter about their pieces, get their opinion before considering any further actions (especially permanent actions).
2 - Updating site submission policy: Ideally, this starts with a staff member (e.g. myself) drafting what the new policy may look like, and providing some time for other users to contribute ideas or feedback to it. Assuming that gets done, the policy page it mostly static text so it's actually the webmaster's job (which I am not) to update the official copy.
