All you really need (for displaying them) is a font with Japanese characters in it.
But you may as well go snag the Global IME from Microsoft - it's a Windows add-on to support foreign character sets (including Japense, Chinese, so on), and it comes with an appropriate font, too.

Turn on far east languages from the regional settings controlpannel if you are using windows XP
