Size shouldn't be an issue anymore, proper file format is more important. You're not trying to upload BMP files, are you? It's pretty tough to get a BMP under the 300kb limit, so convert your drawings to something else (e.g. JPG or GIF) before uploading.

If you're having trouble with the size, open your picture on paint. go to "Image" (up at the top, pretty much the same place as "File" and "Edit") Once there, go down and click "Stretch/Skew" go to the first 2 spaces, and replace "100/100" with "50/50"

If you have to resize your images less than 600x600 to fit them under the limit, then the problem isn't in the picture's size, but the format you're saving the file in.

MS Paint isn't built to access your scanner, nor is it really suited for GIF/JPEG format images either.

When you scan a drawing, your scanner utility should have a command to scan & save it to disk in almost any image format (including JPG/GIF).
