Click on "My Controls" at the top of the forum. Then in the column on the left, click "Edit Avatar Settings."
From there you can either upload your avatar or pick one from a gallery.

Profile picture and avatar are different things.... profile pictures are at the top left when you open your profile and avatars are attached to all your posts, wich one you want to change?
