First, scan the image into your computer. Scanners these days tend to come with "Copy", "Email", and "Print", but those are just bells and whistles, you don't really need them.

Attaching an image to an e-mail varies depending on what sort of e-mail you use (Outlook, AOL, Hotmail, etc.) but the steps are fairly similar, there's generally an "Attachment" field that you can use to select a file from your computer to attach to the e-mail. When the e-mail is sent, both the e-mail and a copy of the image are sent across the wire; attaching large images to e-mails basically make them one large e-mail.

Putting a picture onto a site varies depending on what site it is. Many sites (like Geocities, Angelfire, etc.) offer webspace for either $$ or free, and they generally have their own browser-based functions for uploading files.

Here on FAC, when you are logged in to the main page there will be a button called "Add Picture" that you click, then follow the instructions for uploading a drawing from your computer. The drawing must be yours, i.e. made by you, but once you fill out the forms it'll get put in a list called the "Approval Queue", then someone on the site will get around to it and approve/reject it within about an hour or so (approval times vary).
