Submitting stories starts at the same point as submitting pictures.
You can upload a story in a variety of means, you can even type it in directly (forum-style). However, it is usually better to work on the story off-line and upload each chapter as a separate file.
Best formats to use are generally HTML (if you can write HTML) or RTF.
