reduce the pixel size to 600 or less in width, i believe. you can do this with photoshop, or any other photo-editing program. |

If you have a scanner, chances are high that you should also have a resizing-capable program. Hell, even MS Paint can resize images! (Look in the FAQ for a link to DG-Sama's Paint resize tutorial)
Ever hear of www.gifworks.com ? It's basically a free online photoshop. Too bad they don't do JPEG's.
As for JPEG compression, most programs that can save as JPEG's should have options somewhere that you can use to set the compression/quality levels.
When in doubt, open up whatever programs you have at your disposal and look through its "Help" section.
