Trace?

I found a squall picture, and I think it might be traced

So is it traced or heavily referenced?

- #2 Google Image result for "Squall".
- Resize the Google image by approximately 50% and overlay.
- All details match. Color shades also match very closely, in some cases almost perfectly.
- Verdict: MS Paint trace, perhaps directly on top of the original image. Not allowed.
