I came across this a while ago and to me it just looked like she just did little things with the original picture and put it up as her "first IY fanart".

That also happens to be one of FAC's oldest submissions, it was submitted here in January 2003.

This artist does have some really good original art too but this one is soo close to the original

Here is the comparison I put together. I think there is too much of a difference after seeing this. I matched up the face exactly and the rest varies.
