I've been working on this idea for a book for many years now and have yet to actually sit down and write it. I'm not sure how to start it and fear I don't have the capabilities to write it the way it's ment to be written. I've got the story pretty much outlined with a few dialouge peices but that's it...no 'story'. Any advice on how I can get my ass into gear and get this thing written??

Set deadlines for yourself. NaNoWriMo is an excellent way to scrap up a vomit draft, but I have (on my second year) personally found it not too effective at getting out the really "good" writing. Then again, November has come and gone, though I thought they had some second NaNo some other month, but that might've been January...
Anyway, setting deadlines is good. And if you've been fleshing out the ideas for so long, shouldn't you have more than dialogue...? A lot of stories of mine start out as just snippets of dialogue too, but I can usually build up a story around that in the meantime.
If you're writing and not liking it, stop and put it aside. Look back on it in about a week or so. If you still hate your writing, decide what it is you hate about it, and try to make it better. Re-write the whole damn thing if you need to; it usually works. Some stories of mine have taken me third and fourth drafts to get down even somewhat satisfactory.
I've not got too much solid stuff in the way of tips, but I hope it helps nonetheless. Just sit down, concentrate (unplug your internet if necessary), get yourself into the mood, and write. Keep whatever by you you need to work with: music, a notepad for scribbles and quick thoughts, whatever it takes. And grind it out.
