How do I report someone for stealing a character?

OK i just found out that this person has stolen a character from my friend who doesnt know how to report this person in since she is from a different web site... and since i have an account here I thought I would help her out. Unfortunately I dont know how to report someone in either ^^; could someone help me out here?

Thanks for your PM. I couldn't verify the "copypasta" at a glance, but the story (which, btw, appears to be the user's sole FAC submission) is now removed.
