I'm trying to get more into digital work, and I'm attempting a digital painting in PSP 9. Problem is, I barely know what I'm doing, and I'm just sort of winging it.
How does it look thus far? Any weird lines / areas? Is the coloring off in areas?

Also, I've been trying to figure out a way of smoothing out colors. I figured out pretty quickly that the blur tol doesn't work so well. Any suggestions?

Face looks a little flat. Check out some photographs as guides for that.

As for skin color.. it's too yellow. Skin is the combination of a lot of different colors: yellow, brown, green, pink. Also, try shading with different colors entirely, such as blues or purples, instead of using darker and lighter versions of the same base color.

If you plan on doing line-less (like.. the lines that are there now are only guides and won't be there in the final picture), either paint over the lines instead of under them, or make the opacity of your sketch layer less. By leaving such a solid sketch there, you can't see the parts of the pictures under your lines, and you'll end up with holes in your colouring or jaggedy edges.

yeah- the collarbone is pretty low- I think the ear looks a little off...
