Why was my pic rejected?

My picture #677368 was rejected, i have other pics that are just like it and i looked through the submission policy. I dont see the problem. Sad

A quick note for approval staff, when using quickreason #1 you may want to add a comment to the notice referencing the part of submission policy that applies to the submission (in this case, modification or tracing of an existing image).
