I found an image on google. It appears to belong to noone. I did some serious editing to it and I would love to post it on here. Can you tell me if this is allowed? Here is the URL. This is the only place I can find it and it appears to have no copyrite. Thank you.

Wallpaper edits aren't allowed, they were created by someone else and thus if you did edit and upload their wallpaper, that's the same as stealing. Even if there doesn't appear to be a copyright or an artist signature doesn't mean you can take it, edit it, and upload it.
The same with screenshot edits. If you took a screenshot of Sakura and colored her hair blue and changed a few things, that doesn't qualify it as art plus it's infringing on the copyrights to that anime. So they're not allowed either.
To put a long story short, no, it's not allowed. Edits of another person's work are not allowed here, [i]unless[/i] it was a collaboration of some sort or free lineart you colored in. Unless you have that person's permission to edit their work and upload it, it's not allowed. In your case regarding the wallpaper, that's not allowed. |

We do respect collaborations between artists. And we do tolerate editing/incorporating 'stock' or 'base' materials created by someone else in a final work provided it's all in good faith [i]and properly credited.[/i]
That being said, editing or incorporating material that is clearly [b]not[/b] a stock resource -- such as screenshots from TV/film/anime/games/etc. -- is not allowed, and when we receive reports of this nature the usual action is a very quick comparison with the original material, followed by removing it from the site.
Similarly, failure to properly cite and credit the creator of a 'stock' resource used in your submission can warrant removal of the submission in some cases, depending on whether it appears to be done in 'good faith' or 'bad faith'.
And, finally, we have no policy established regarding so-called "orphaned" materials -- stuff for which the copyright/permission status is unclear and/or for which the original owner cannot be located to ask.
