question about ban policy

Are users allowed to make another user name after being banned? i swear this one kid has several user names and remakes more to avoid ban but i have no proof. i can't check their profiles or galleries to see who it really is so i don't know

i just want to know in case i do find proof and have something to report

im not even sure this was the right place to ask... i checked the faq and found nothing regarding this so i really don't know.

But no, it is not permitted to reregister after banning, or before banning for that matter, it's ban evasion, a very banworthy violation.
