Closing obvious troll bait.

If a troll is known to be abusing a proxy, we just block the proxy itself. Indefinitely. Sooner or later they'll run out.

There will also be no second chances for troll. "Once a troll always a troll" is an easy policy with very few exceptions to worry about.
