Oekaki Not Working?

Every time I go to the "Subbmit a Fanwork" Page, then click on the "Upload Using Oekaki Paint" Button (Or whatever it says) I keep getting this message:

Thats all the page is. No more. No less.

Anyone know what this means? :/
