So under the 'Add Fanwork' section in the 'Mature' categories why is there a listing for 'Explicit or Adult Sexual Content' when the site doesn't allow it?

That listing either needs to be removed or it needs to be allowed. One of the two because obviously you can't have it both ways. It doesn't make sense.

Also I'd like to point out that there's no sub-section for the Mighty Ducks under the Disney category. Question

The "explicit" level of adult content is kept mainly for historical reasons because adult content used to be allowed. Not anymore, though, and yes it does make some sense to just remove that label completely.

New category proposals have their own forum you can post in.

Since they don't allow it anymore it needs to go because that comes off as confusing. Even if it's for "historical" purposes which even then I don't understand why keep it there.

I don't know really as I don't post much here. Where?

Well, it does still hold some limited value. It comes in handy when people try submitting "explicit" adult content to the site. When they use the tag it makes it easier for us to locate and delete/reject the submission.

Additionally, the rating system is complicated coding, the devs can't just go in and remove one without messing around with them all and possibly breaking them. Or in simpler terms, they would have to completely rewrite the entire rating system to remove the one content filter.

Not exactly, the system will absolutely refuse to process a submission if it is tagged with the explicit level; the piece never even makes it to the queue.

It's not necessarily that complicated, but the current codebase does have a good number of MVC flaws that make distinguishing between generic/site-specific/template-specific code difficult.
