A user asked about why her picture ( http://www.fanart-central.net/pic-825191.html ) went into the approval panel even though she has auto-approval, and I do not think grayscale is a monitored category. I am wondering that myself. Actually, it is.

Is there a way for site helpers (and ordinary users) to figure out what monitored categories there are? No, he means the CP page that we use to manage the category tree itself. For example:

Padlock icon indicates the category is locked.
Magnifying glass icon indicates a higher/mandatory approval status.

There are actually two kinds of monitoring: "Strict" simply has a higher threshold than usual (but you can still get auto approval if you submit there often), "required" means it must get manually approved every time.
However, this distinction is only visible from the staff CP. You cannot PM me the list of monitored or special categories?

The category CP doesn't have a way to generate such a list. But some of the ones I know of are:
[list][*]Anime/manga > Other: (required) Should be saved as a last resort, helps keep watch for new series that will need categories in the future.
[*]Anime/manga > Final Fantasy Unlimited: (required) To avoid confusion with the more-popular videogame series, this one's related by name only.
[*]Cartoons > Internet Cartoons: (required) To avoid confusion with user-created original webcomics/fancomics. Fancomics get sorted by source, original comics go in Comics > Original.
[*]Comics > Original > Coverpages: (required) Regular comic pages go under "Pages & panels" not here.
[*]Fantasy > Mythology: (required) To enforce a line between fanart of actual IRL myths or legends and regular/original fantasy genre.
[*]Furry > Taur: (required) Forget why exactly, may remove the requirement altogether, but I'll downgrade it to Strict for now.
[*]Games > Other: (required) Last resort, watching for new games that don't have a category yet.
[*]Miscellaneous: (required) Only top-level heading that's not locked outright. Miscellaneous itself should only get used very rarely, usually there's a more specific subcat it can go in.
[*]Miscellaneous > Abstract: Tried to enforce a proper definition of Abstract. Don't think it worked.
[*]Miscellaneous > Artist ID, Memetic: To help enforce proper policy (no photos/screencaps or manips, etc.)
[*](Actually, about half the headings under Miscellaneous have required status for one reason or another, but I forget the specifics.)
[*]Tutorials > (everything): (required) To prevent misuse of the category.
