If we have a "Writing" category that is locked, we might as well not have the category.
I can understand having a explicit sexuality rating being a "trap" for anyone who wants to submit hentai/pornography, but a category that cannot even be submitted to might as well be removed.

You're kinda right about the Writing category, it's an artifact of how long the system has been around. For now I'll set it to invisible so it no longer shows up during submission (it still exists).
And what Scraps category? That is strange...I recently approved some scrap images. However, now that I think about it, those were probably new artists? Approval is mostly just a simple score system -- if you have less than X points on your account, your submissions get screened by staff.
