Green = moderator. Ability to pin, close, move topics and edit/prune posts in certain forums and edit/remove offensive sigs/avvies from members if needed.

Red= admin. Moderator powers over every forum on the board, ability to suspend/ban users, and control the layout of the forum as a whole, such as enabling/disabling sigs, images, smileys, HTML, adding/removing subforums, etc.

On the forums, it means normal members. On the FAC main page (which has a different color scheme), it means it's somebody you've viewed in the past.
