Oekaki is an online drawing applet. Meaning you draw directly on the website and not in a separate program. www.oekakicentral.com

A few more precisions:

"Hentai" has different accepted definitions (and sometimes people start flame wars about which is the right one, but waddyawant...). One constant: it's art intended for adults. Weither it is limited to NC-17 or if R rated stuff qualifies is debated. Also, the whole "japanese" thing can be understood in two ways:
-What comes from Japan, regardless of the style;
-Influenced by Japanese animes and art, regardless of the "real" origin.
And finally, through usage, the whole japanese angle is pretty much lost to most people. If it's drawn and it's erotic/pornographic, then it's "hentai". It's up to you which definition you pick.

"Chibi": basically what MathinumDragon said. Chibi characters have a huge head compared to their body and exagerated facial features (mainly eyes and mouth). They also are not detailed much: arms and legs often look like simple cylinders, as an example. Think "PowerPuff Girls". Chibi is often thought of as easy to draw. That's not entirely true: it's one of those styles that is easy to doodle but hard to master. Don't go Chibi because you want an easy way out: go Chibi because you like the style and are ready to treat it like any other (meaning: it's hard and you'll suffer Razz ).

Now, do you think I could have sounded any more pedantic? WTF?

Some additional info:
hentai is a Japanese word which means pervert/perverted. Outside of Japan its often used for adult anime art.

Chibi is more or less what others have said. A similar (arguably same) style is Super Deformed or SD.

oekaki is used collectively to refer to a few online drawing java applets (PaintBBS, OekakiBBS, Shi-Painter/Shi-Painter Pro) which are used in a BBS style submission interface.

yaoi refers to gay anime/managa/art/etc. The term refers to sexual content. A related term Shounen Ai refers simply to a gay relationship.
Yuri and Shoujo ai are the lesbian equivalents
