Anyone Know This Show/movie?

Hey there, I need some help. See, I've had this anime stuck in my head since I was little. I remember seeing it, but I cannot remeber what it is called and I hoped that someone on here may be able to help. Here's what I remember about the story:

1. There was an evil witch. She kidnapped young women and turned them into birds for them to sing for her in her castle in the middle of a dark forest. She also goes into town at one point, disguised as a cat. When a dog growls at her, she turns him into a mouse, then promptly devours him.

2. Hero character lost his sister to the witch and goes to look for her. He gets attacked in the forest by evil trees and the witch either parlyzes his legs or temporarily turns them to stone.

3. The only way to defeat the witch is with a magical rose. When the young man returns to the forest, he starts to cry, I can't think of why. His tears cause the rose to bloom. The rose destroys the evil trees.

4. He takes the rose to the castle and defeats the witch. He then frees his sister from the curse.

It's been years since this was on TV. I have been wracking my brain, dying to remember this show. Please Help!

This show/movie was an anime, right? Hmmm.....I don't think I've ever heard of it. Were there princesses and stuff?
