Thing about Kurt is...as far as technical proficiency goes he was god awful and there's a reason half the kids who pick up a guitar learn Nirvana first, but when it comes to skill/talent...he was amazing. Less is more, and he worked it. There was a point to it, that you don't need a four minute long Slash Solo to make a good song if the writing is there.

I'd say Joe Satriani is one of the greatest players, I just love the way he uses the whammy bar to create those crazy effects.
Steve Vai is also great, he knows how to handle the reverbs and echoes amazingly well.
Jimmy Page, well he played extraordinary songs and composed extraordinary songs and therefore, he is an extraordinary guitarist.

Steve Vai & Satch (Joe Satriani)
These guys are amazing, and even better together, in my opinion, Vai is the only shredder who puts any kind of feeling into his songs, while others just play scales up and down at amazing speeds this guy is tapping with 8 fingers at amazing speed and letting the notes ring, delightful. About Satch, maybe not so great speed, but great use many different techniques to get really cool sounds out of those strings, also a plus for being the teacher of guys like Kirk Hammet and Vai.
Among others I could say Slash, Yngwie, Angus Young, Andy Timmons, Iommi, Petrucci, Hendrix, Eric Johnson, Gilby Clarke, Dan Hawkins, Adrian Smith, Dave Murray, John Frusciante, Jimmy Page, Paul Gilbert, David Gilmour, Vinnie Moore and Steve Morse.

Tom Delonge, thank G-d they didn't let him play guitar with A&A or my ears could bleed everytime I turned on the radio.

Avril doesn't suck. She's simple. To be honest, this was a stupid question for me to ask back then. Any person who just starts playing a guitar sucks because they don't know what the Hell they're doing. They develop and grow. Satch and Vai developed over a long period of time and so they don't suck. Not sucking means you don't overuse technique, you don't solo too much, and you don't try to be the star of the show at the wrong moments.
Kirk Hammett is not a great guitarist for those reasons, as an example. He uses vibrato and Wah way too much, loses control of himself when he solos so that the Metallica solos can run for way too long, and a lot of people regard him as the greatest.
Satch taught him, and Hammett isn't even close to his level. Vai was also taught by Satch, and he's exceeded his level.
Then genres become an issue. Metal guitar is way different from jazz guitar. In jazz guitar, Pat Metheny and John McLaughlin are amazing. They make everything flow.
In pop-punk, Tom DeLonge can play riffs while singing, and his work isn't that bad. Billie Joe does simple melodic solos which makes his work by no means crap.
Bassists deserve loads of credit. Victor Wooten, Stu Hamm, John Myung, Tony Levin, Billy Sheehan, and Jaco Pastorius are all incredible and do amazing work.
