Back in the days of Pokmon RBY, Mew wasn't an "official" number in the Pokdex -- as in, you couldn't locate a Mew in the wild to catch it (as opposed to Mewtwo, located + catchable in the Unknown Dungeon at Lv.70). Mew was a "secret" pokmon which could only be acquired special from Nintendo themselves (or, by glitching or hacking the game). That's why Mewtwo is #150 and Mew is #151, because if it was the other way around, you'd have this hole between #149 and #151 that you simply could not fill in.
(Mew is also not required for completing the pokdex.)

2BIT: Well, I say there could be a number of story reasons, and as for the real reason, Stratadrake would be correct.
Gator: What about the story reason?
2BIT: Maybe the scientists didn't get enough info on Mew for a Pokedex entry until after Mewtwo was put in.

You could only get Mew from the special Nintendo events. (Or an action replay code like my friend did.)
But apparently in the Japanese game, Mew was your reward for getting all 150. |

Legitimate ways to acquire a Mew in RBY:
- By attending special Nintendo-hosted events with the game in hand
- Trading one in from a friend
'Cheating' ways to acquire a Mew:
- GameShark or Action Pro Replay
- The glitch that lets you duplicate items? If you worked it right, you could possibly use it to capture a Mew the old-fashioned way.
- There was also a different, more esoteric glitch which, if exploited correctly, could allow you to battle and capture a wild Lv.7(!) Mew .
Though, in the third generation of Pokmon games (RSE versions), it is possible to receive a special item (from Nintendo events) which allows access to a secret island with a legitimate, wild Mew. |

Mew's available as well. I wouldn't doubt that there are other legendaries available like Celebi.
I had one of those once..... |

Celebi could be acquired legitimately in Japanese Crystal by tuning in to various cell-phone events and receiving a "GS Ticket" or something. But since cell phone service is so non-standardized in the U.S., they had to drop that feature (though users with a GameShark can hack the item into their game and use it to summon up a Celebi in Ilex Forest) |
