Er, well, I can't speak for any version besides PS 7.0, but there's a palette dialog box. You can pick colors, paint them in the box, mix 'em together however you want... Just like mixing real paint. Then you can use the eyedropper to select the colors that you want and work from there. I think there's even an option to get PS to pick a whole bunch of sample colors from the lot so you can work straight from those.
Gosh, I haven't used that thing in ages. In fact, I'm now more than halfway convinced that this is actually a feature in Painter, and not Photoshop at all, as it sounds far too artsy for PS. *will look it up*

Sounds like a painter tool. 99.99% (if not all) of photoshop's features are designed exclusively for photos. All the brushes and layers just happen to be useful for art too, but they're nowhere near as art-focused as some of the others.
But there is no one "best" program 'cause it all depends on what you wanna do. Linda Bergkvist does amazing photorealism with Photoshop, other people do great work that mimics real media in Painter.
Burn/Dodge can be used decently, when done in small amounts. But all in all, it's a poor substitute for picking your own colors and painting with them. It only reinforces the notion that everything should be shaded with a darker version of the color instead of light source color and compliments for shadows. Oh boy, at least a quarter of the conversation so far made no sense to me until I read it 10 times over. I don't use any type of program (i/e photoshop, painter, etc) so I'm pretty much in the dark. Well from what I gather photoshop elements seems to be well for beginners. I think I'll either get Photoshop Element, or Photoshop CS. |

After a bit of looking around on Adobe's website, I've found that Photoshop Element is about $150 USD. You know, I really don't mind which Rita, but after reading this, I think Elements is a good choice. I've never used Photoshop before, so it would probably be best to start off easy. |

If you want CS or CS2 you will run cheaper if you buy the 7.00 Edition and the Updgrade of it to CS or you buy the CS one and the upgrade to CS2, I spared 70-100$ dollars that way, but generally I would first check the PC you want to use or buy it for... CS2 only runs on very good and high-end PCs, I have one which approx. 4GHz I have PS 6.00, 7.01, CS and CS2 on it and the 7.01 Version runs the best, CS2 is great yes, but not if you want to paint with it on a 1 GHz PC.. you will draw a line and you have to way 3 minutes until you see on the screen what you made.. so very important! Check if the PC will work it out right at first! I first think PS 7 and both CS versions are the best choice.. but still... I prefer the 7. version. Painter is fine too, but if you work with a lot layers you better take Photoshop because it has a better layer system, and if you know how, you can make exactly the same results with photoshop you could make with painter.. (I have Painter IX.. not sure what's the newest version there).. but well just my 2 cents.. _________________ - hmm... did someone say "MUFFIN"? - |

Let's see, well I'm not sure what kind of computer Arlia has, but I guess I'll just buy her Elements, and if she wasnts, she can upgarde it to Photoshop. |

Elements has the bare bones. If you don't want to do anything fantastically mind-blowing, just simple drawings, that would be your program. You can, however, get Photoshop 6.0 and 7.0 at reduced prices these days. I know people who in 5.0 can do everything that someone can do in CS. |
