Did garland in FF 1 save himself by using the crystals or did he use the chaos shrine to go back in time . . . .

Nobody knows. After defeating Garland and returning the princess to the local castle, that was the last you saw of him until you arrived back in time, at the very end, where he explains everything.

However -- spoiler territory:

- Zidane was created to be Kuja's replacement because Kuja was 'defective'.
- However, because Kuja tossed Zidane out of Terra into Gaia, FF9 Garland created another Genus to replace Zidane with. That was the girl (with personality) you ran into in Terra. Afterwards, Kuja destroyed Terra, then you got everyone else out and Zidane dropped them all off at the Black Mage Village.
