I've seen a couple of these sorta things like "Teen Titans" & "The Boondocks" which looks suspiciously like an American anime. Is there such things as that? Tell me please.

 | Anime by definition must be of Japanese origin. Other attempts at it are merely anime style. |

 | 'Anime', is 'cartoon', by definition in the japanese language. If you are asking if the boondocks is a cartoon, then i suppose the answer is yes. |

Umm no. "Anime" means "japanese animation" or "Japanamation". So the definition of just "cartoon" is incorrect.
