My Little Sis Needs Some Help

How do you get Strength? My brother has Pokemon Silver, but he can't remember how he got it. My sister defeated the GoldenRod Gym Leader, but we can't battle the Cianwood Gym Leader until we get Strength. We know it has something to do with the Radio Tower, but we don't know what to do.

Can someone out there with Pokemon Crystel (or Silver/Gold) help out? I told my sister that I would 'find some help' here.

It took me about ten minutes to defeat Giga Bowser, Ganondorf, and Mewtwo from Super Smash Brothers Melee using Peach.
How long did it take my brother to defeat those characters using Yoshi? Two minutes.

Strength is in Olivine City, one of the houses next of the Poke'Mart, if I remember correctly. The person inside will give you strength.

If that doesn't work, try looking for walkthroughs. =/
