Was the Mega Man TV show an anime?

In the second season Snake Man, Bright Man, and Drill Man became attached to the four main bad guys.

I think that besides "Crime of the Century", there should have been 12 more episodes because the following Robot Masters were left out:

Bubble Man and Flash Man from Mega Man 2, Skull Man from Mega Man 4, and Charge Man and Napalm Man (except for his show intro appearance) from Mega Man 5. To make up for this, I would be sure these RMs would make an appearance in Mega Man, plus some returning favorites. These are my ideas for other episodes. Names in parenthesis indicates who appears with Dr. Wily, Proto Man, Cut Man, and Guts Man.
