I'm gonna be drawing lot's of them this winter break and I don't know any programs...

They're really not programs...just online drawing applets. You can download the code for it yourself, but not a program (although I'm sure there's somewhat similar programs out there).

Then I'd have to have internet all the time, and my internet is about as stable as Russian stockmarket. :(

Oekaki is an online drawing applet. You can, technically, save the applet to disk along with the rest of the page, but the offline copy will still need to be viewed through your web-browser (Java applets aren't standalone executables).
Of course, the publish/uploading functionality of oekaki won't work on an offline copy. But the oekaki applets should have a save-to-disk command you can also use.
