I have a question.

I read in the fan-fict. section that u r not allowed to post a topic saying
Do not, under any circumstances, ask peole to think up character descriptions for you, that will most likely earn you a good rebuke and possibly a closed tread (it has happended before).
My question is that were CAN I put a request for characters (for a story)?

Story-related topics generally go in the Fanfiction section -- but of course, you already knew that. Wink That note was in response to a particular topic some time ago, and could be possibly out of date.

Thinking up characters is a tough job, and you should be free to ask for help on it -- just don't expect people to dump ready-made character profile sheets for you to use as you please, because that's what caused problems last time.

What you should do is do the thinking work then ask for feedback. In other words, write down your ideas, then ask if and how we can improve it. Do the work, receive feedback; that's how all artists work and improve.
