At first you get used to know the programm, just play around with it a bit, so that you know where to find each thing. Also try to get used to its layer system, since it's the most useful function Photoshop offers. You can paint, ink and also make cell shaded art in photoshop, no limits when it comes to the style. (though for painting painter is the better choice.. but still... I prefer Photoshop also for paintings)
Concerning Tutorials, there are quite a lot around in the internet, if you know what you want to create exactly search for it in detail for example how to create water in photoshop, or how to color hair. There are also a few useful ones on FAC, just check its Tutorial section! _________________ - hmm... did someone say "MUFFIN"? - |

Play around with it,and look up tutorials.Deviantart has some good ones. You can even look here on FAC.There are some new features of CS2,such as the vanishing point filter. That puts stuff in perspective. You can animate in CS2,without having to go to ImageReady. There's other stuff too that I don't remember... |

As everyone said, check out tutorials, and just play around with it on your own.
Layers and various brushes are your best friends. Fiddle around especially with getting familiar with how colors turn out when you paint with different levels of opacity. |
