When you resize it, have you tried saving it as a different file name? I make changes and just hit save sometimes, and the older version still shows up when I try to upload it anywhere.

If that's the case, hitting Refresh on the browser should load the saved version of the image and not the original.

Or, there might be another problem. Remember that there are two very different terms associated with image sizes:

Physical Size: Measured in pixels, this is the actual width and height of the image as it appears in Paint, image editing programs, and Internet browsers.
Resolution: The scale of your image, measured in pixels-per-inch. Resolution has absolutely no effect on the image's physical (pixel) dimensions, it only identifies how large the image is compared to how it appears in real life (e.g. printed out).

If you merely changed the resolution of the image, then your Photoshop may display it at a larger/smaller size -- but since its physical dimensions are still the same, the image will still be the same size as it originally was when you view it on your Internet browser.

Image resolution applies only to scanning and printing, cases when real-life dimensions need to be converted to pixels or vice versa.

To truly resize your picture, leave the image resolution be and change its physical dimensions instead. There are several methods for doing this, and they depend entirely upon the programs you have available.

Speaking of which, exactly what image-editing programs do you have available, anyway?

Also be sure when you're looking at it in the program that it's at actual size, not scaled down. Best way to resize is find the option in the edit or image menu and type in "600 pixels" for the size.
