Pics coming up weird?

A few moments ago, I clicked on one of my older fanarts, and it came up weird. The very top part is normal, but the rest of it was disjointed and faded (it had also 'shifted' so that the lines weren't matching up as they should). I also tried to reload the page, but it didn't do any good.

The pic I noticed this problem on was my 'Who Needs Puppy Love?' pic. It wasn't like this before! Is there a new 'bug' going around that I wasn't aware of?
