Sorry for being the dumb n00b, but how are the "Pictures of the Hour" selected? Are they chosen at random from hourly submissions? Or are they pieces that the mods especially like? Or, are they randomly selected from existing pics on the page? Just curious 
And sorry if this question is answered elsewhere (watch me find it on the first page I fall onto)
